Question cpu, ram, mobo help

currently have a i5-4690k at 4.5ghz and a 1070
somehow this isn't enough to get more than 200 frames on CSGO
so i'm looking for either a fix to help me get better frames because in my opinion this setup should easily be getting at least 250 fps
or a processor, mobo, and ram for $400 CAD

Secondly - What is your FULL system specification - including monitor and display settings.

G skill 16GB DDR3 (can't remember what speed but i'm pretty sure it's 1066)

corsair 300r windowed
evga 600b
windows 10

By Display Settings I mean:
What resolution, aspect ratio, are you using V-Sync, are you using Adaptive Sync on your monitor with a GTX card? etc.
You have a 144Hz monitor so ultimately you're only seeing 144FPS - so the tearing is more likely due to the display settings you have on.
But either way - your GPU might be able to hit 200fps - but you're only ever going to see what your monitor can show.
