Question CPU randomly spikes then goes back to normal and repeats

This has been happening for months now and i have checked in task manager that when ever it lags, i see that my cpu spike up to 29%. Whenever it spikes, everthing will lag, my keyboard,ram rgb will be laggy even when theres not much stuff opened.

My PC:
CPU: Intel Core i7-8700
GPU: Msi Gtx 1050 ti low profile
Motherboard: Msi Z390 Gaming plus
Ram: Viper patriot 16gb 3200mhz
HDD: Seagate Baracuda st1000dm010-2ep102 1TB
SSD: Sandisk SSD plus 120gb

I have another question which is can GPU bottleneck cause this lag?
