[SOLVED] CPU randomly throttles to 100% even on idle?

Hi I built my own PC for the first time 4 months ago and so far everything has been fine. However, over the past week, I've noticed my CPU and my PC freeze or chug even when it's on idle randomly (usually just once per start up), and the temps of the CPU also just spike to 100 degrees celsius (from checking HWinfo). I don't know why it started doing this when I never had this problem before. I also got worried because my motherboard would flash a red light on it (in the manual it means the CPU has a problem; I would imagine because it's being throttled to 100%)

My specs are
intel core i7 10700k 3.8 ghz
ASUS ROG STRIX Z490-A Gaming Motherboard
2x Corsair Vengeance RGB Pro 8gb DDR4-3200 Mhz
Wester Digital 1.5GB TB HDD
Corsair SATA SSD 120GB
Sabrent Rocket M.2 SSD 1TB
Asus ROG GTX 980

Also I have not overclocked anything at all

DYING DISC
WEAK COOLING

either cooler is throttling you when temp goes high
or
cpu waits for disc to respond.

They both will look as 100% on manager and you won't see difference without better tool.
All you will see is current second response time, which should be under 80ms.

and you might need to check each disc by its own, as any access can lock whole cpu.
