Depends on CPU in question and BIOS.

Without anything else to go off of, auto will adjust the speed of each CPU core as needed. Syncing forces all the CPU cores to be on the same speed.

Syncing is not recommended depending on the CPU because the maximum boost clock tends to only be applicable to the "best" cores. Some cores may not be able to boost that high.
