I Bought new ram today and I got sensitive as always when buy new things!
my system spec is:

MB: ASUS Z390-A Prime
CPU: Core I9 9900k
RAM: 32GB 3000MHz G.Skill
GPU: GTX 1070 ti

my cpu multiplier is 4.7 when all core are under load and my BCLK is constant 100 (not Auto by motherboard, I define it in BIOS explicitly) BUT my CPU speed is 4697 ~ 4703 in every second or change 2 times in a second.

I masure it by CPU-Z and HW-Monitor Pro

even when I set it manually?

Yes, BCLK is never 100% constant, there are always very slight variations in it that will cause your CPU clock to swing a few MHz in either direction eg. it might be at 100MHz then slightly dip to 99.7MHz then jump to 100.3MHz. It doesn't effect performance or stability so it's not something you should worry about.
