Cpu ratio when gaming?

Hi. I don't know how to ask, but I'll try. I have I7-3770 cpu. It runs at 1600 mhz when no loads. Base cpu frequency 3400 mhz, turbo 3900 mhz. Should I change something, when gaming, or heavy loads(disable energy saving, leave cpu at constant frequency and etc.)?

Nope thats how intel cpus work. When its not doing anything it will drop its speed and voltage to save on energy and heat produced. When you put a small load on the CPU it will jump back up to the base speed and voltage and when stressing the cpu it will go up to the boost speed and up the voltage a little bit more.
