CPU Ratio Wont Pass 39 (Turbo Speed)

I have been attempting to overclock my 4690k on an MSI Z97 Guard Pro but have run into a problem; the CPU ratio multiplier wont pass 39 (which is the turbo boost speed; I have turbo off)

I found a thread with a similar problem here. But I reset my bios as suggested, the same problem is still occurring.

It also occurred to me it might be registered as a K CPU but the bios reads a 4690k.

If anyone has been able to solve a similar problem/has any ideas, I would greatly appreciate them!

Intel CPUs use Turbo Boost to reach their maximum speed. Turbo Boost has to be enabled within the processor. The problem is that some motherboard manufacturers like Gigabyte and maybe MSI have dreamed up various bios options to try and cover up this fact. If the bios does a good job, a user never notices what it is doing in the background to various CPU settings. When a bios is broken, it will not let you set your CPU up correctly.

Make sure you are using the most recent bios version. If that doesn't work, give ThrottleStop or Intel XTU a try to see if they can give you proper control of your CPU.
