CPU RED LED on ASUS M5A99FX PRO r2.0

I just built my desktop with

- Asus M5A99FX pro r2.0 (mobo)
- AMD FX-8350 (cpu)
- Rosewill RX850-S-B (psu)
The rest of the parts are irrelevant because I know they already work.
So the problem is that, even after reinstalling the CPU 3-4 times, while checking that the pins are not bent and that I put it in correctly, the CPU LED is a solid red when I plug it in. I made sure I had the cpu powered also. I don't know what the problem could be, does anyone know what the problem could be?
 
Solution
Does the CPU fan spin when starting the motherboard? If yes and still red CPU led, then it's either a CPU or motherboard issue. Probably the CPU.
Yes the fan does spin, also how can I tell which one is bad so I can return it?

 
On the motherboard's box it says compatible with AM3+

 
Yea the original problem with the CPU led was because I tightened the screws in too tight and it was bending the board. I tried testing with the board outside, and it still doesn't work. I will try testing it in a different PC, and how could it be a CPU issue? I would think if there is power going into the video card then the fan should be spinning, how does the CPU do anything? Just wondering
