Question CPU red light on

Good evening,
I just finished building my TOTALLY NEW pc. When i turn it on everything looks good (fans, lights, RAM, GPU,..) but a CPU red light on the motherboard is on and the PC after 6-7 seconds shuts down and turns on again and continuously loop.
Nothing goes on the monitor (no signal)
I tried everything RAM replacements, unplug and plug again CPU wires in the motherboard, tried removing the thermal paste and putting it on again.
And still the same problem. Is it the CPU defective or the motherboard?

We need your parts list. It's possible you have wrong BIOS.

I just tried BIOS latest version 7D25v1B and still the same.
I noticed that there was a specific BIOS 7D25v11 i also tried it but nothing happened.

At this point, confirm the CPU is properly installed. Remove it and check for bent or damaged pins in the motherboard.
I confirm I installed it carefully and in a proper way. I checked but looks perfectly fine both the CPU and the motherboard .
