CPU Reporting wrong frequency?

I recently bought and overclocked an i5 4690k. Its stock speeds are 3.5GHz but I overclocked it to 4.7, seen here(CPU-Z screenshot).

However, I downloaded PCSX2, a Playstation 2 Emulatior for the PC. It's reporting that I have my CPU speed at 3.5GHz, seen here(PCSX2 screenshot)

Why is this? Is it actually running slower in this application? Thanks in advance.

Not all software is coded to pick up the overclocks.

Playstation 2 Emulator just picks up the general specs.

Does it still run at 3.5 in that program? I know that sounds downright dumb, but does the program not being able to pick up the overclock actually limit performance?
