CPU reset to normal clocks

Hi, I have been trying to reset my cpu back to its factory clocks and voltage but it seems that it keeps going back to my oc 4.6ghz. I manually revert it back to 3.4ghz at 0.900V but when I turn on and check cpu-z, realtemp or even ai suite ii it still shows 4.6ghz, is there something I did wrong? THank you.

Why note reset the BIOS? Do you have an OC profile saved?
