Question Cpu running 100% after windows reset

2 days after getting new ram I encountered an issue where my cpu ran at 100%, I've tried everything to fix it, I even reinstalled windows 10 with no fix for it.

Specs:
Ryzen 5 2600
gtx 1050 ti
b450 tomahawk motherboard
T-force 3200 16gb night hawk ram

Any help would be highly appreciated.
