Question CPU running at 1,6GHz and cant enter BIOS

I have 2 problems... my i5 2400 cpu is running at 1,6 GHz and I dont know why. I want to enter the BIOS but if I spam Del, f2 and f12 etc. but the bios shows up for not even 1 second



my specs:
cpu: i5 2400
Mobo: MSI h61ma-e35
2x4gb ram 1333 mhz
msi gtx 660 ti

what is the problem?

I would try clearing the CMOS with the jumper and then enter the bios to make any changes after insuring that any fast boot is turned off.
