CPU Running at 100% In Games and Lagging Mouse

Hi everyone. I've got an issue where my CPU maxes out during most games causing mouse lag. Here is all the things I've tried:


    Restarting (Duh)
    Swapping USB ports
    Updating USB ports
    Swapping mice
    Running Malwarebytes
    Checking CPU temp (~30-50 C)
    Contacting Intel
    Running Intel Processor Checkup (Everything is fine)
    Updating Graphics Card Drivers
    Updating CPU Drivers
    Lowering Graphics Settings


I will say, this started less than a month ago, and I'm pretty sure it was after a Windows update. But system restore won't take me back far enough for it.

Nothing I do seems to help. Oh and the kicker: My GPU sits around 60% while my CPU runs 100%. It's really weird. And it seems to fluctuate too.

No, there aren't any extra programs running high, just the game.

Specs:
Intel i5-6400 2.70GHz CPU
8GB Ram
400 GB SSD
1 TB HDD
Nvidia 1070 GPU

Any suggestions would be appreciated. Pulling my hair out.

As I said go to task manager (ctrl+alt+del) find your game right click on it and select "go to details" now the game will be highlighted on a new list right click again and select "set priority" if you put it on below normal it should stop interfering with your system.

But this is not the cause,it's just a quick fix to deal with the frustration,you will have to find out what is causing this.
Have you checked if your clocks are staying at maximum?
Mouse lag is because of overloaded processor, just no spare CPU cycles to handle much else than game. Make sure that as little as possible is running at same time as game, check CPU % when on idle, kill all unnecessary processes in startup and make sure you are on High performance power plan.
 

This only happens if the game is running at a high priority,higher then the process that handles the mouse input,it wouldn't happen in every game.
gamzrock run task manager and put the game on below normal that should tale care of the mouse lag,although the problem is somewhere else.
What graphics settings are you using? I doubt 60% is normal for 1080/ultra even for the i5,can you help us out and tell us what kind of FPS you get in a few games?
 


Almost any game I play I run over 60 fps on ultra settings.

How do I put the game on below normal? Do you mean in terms of graphical settings?
 


Very little is running, typically just discord. But even so, just a month ago I could have 3 or 4 firefox pages open, discord, microsoft word, and still be able to run most games on ultra settings with no mouse problems. I'm also on high performance power plan.
 


That could be caused by the spectre and meltdown patches.
 


So they screw us over with something that is their own fault, messing up capabilities, and we just have to deal with it? I hope there is some sort of class action lawsuit I can join for this crap.

Otherwise, hoping that this isn't the problem (and after I talked with someone from intel, they said it shouldn't be, but who knows) any other ideas?
