Cpu running at 1800MHz

My Intel I5 is only reaching around 1800MHz. It also goes to 100 percent usage on all 4 cores under load while my gpu sits around 80 to 90 percent usage. Is there any way to get it to run full speed while under load? The temp for the cpu stays around 58 celcius. I also have my desktop set to performance mode. Edit: the motherboard is a Odense2-k on an HP Omen 870-224 https://support.hp.com/us-en/product/omen-by-hp-870-200/13687063/model/15741160/document/c05389962

I5 7400
GTX 1060 3gb
8GB ram

how did you check your frequency on you cpu?

i think at max turbo speed, a 1060 is capable of hitting 1800 Mhz, maybe you have mistaken GPU with CPU.
