CPU running at 40+ degrees idol

I recently received my new Hyper tx3 CPU cooler and my temps are running at about 42-45 degrees idol, under 100% load I have seen them peak to 79 :??:. I'm using an AMD-FX8350 but I am not sure if this is normal for the cooler I am using even though it is a $20 cooler, any help would be appreciated, thanks.

I tried the dot method but the only issue was that since this cooler uses the bracket type thing with the AM3 slot, it sorta moved a little bit when applying the cooler. I'm not sure if it affected it but I just re-centered it.
 
Souunds normal if not a little high to me.

Did you do the following?

Apply thermal paste correctly (Dot in middle or spread across CPU)
Re-apply the cooler without cleaning off the old thermal paste. Even just lifting it up a little and putting it down counts.
Not tighten the cooler in a star pattern. Top right corner, bottom left corner, top left corner, bottom right corner. Little by little until snug.
Have good airflow
Route cables correctly to allow for better airflow
 
Yes, I did it all correctly besides the cooler moving around a tad but I did not lift it up off of the cpu. My intake fan is an SP120 from corsair so I should be good.
 
Well I have some HDD brackets in the way of the intake fan, my case is the raidmax viper GX. This is my first build by the way so any help is nice. And I also have 1 120mm intake on the bottom.
