[SOLVED] CPU running at 800Mhz flat

so i just recently built my pc si mpg z490 gaming plus and a 10700K and all went well, but when i wanted to play my first league game, i got 144fps and cpu boosted up to 4Ghz maybe but when i wanted to play a second game overall performance went down from load times to fps in game which was 50fps i looked at the monitor and my cpu is running at 800Mhz. i played a different game (Star wars battlefront and it stayed 800, if i restarted the pc it would stay 3.8 but after some time go back to 800. any help appreciated

Install ALL of the following.

Chipset driver: https://download.msi.com/dvr_exe/mb/intel_chipset_400.zip

Audio driver: https://download.msi.com/dvr_exe/mb/realtek_audio_R.zip

LAN/Ethernet driver: https://download.msi.com/dvr_exe/mb/realtek_pcielan_w10.zip

And it would be a very good idea to find and install the latest card specific driver for your model of graphics card on it's manufacturer webpage.
Found the problem, basically I had game boost in bios enabled in dragon centre I had game mode and extreme performance scenario enabled so I turned them all of and manually oc and everything ok now thanks for the help
What CPU cooler are you running? What case model? How many case fans? Where is each case fan installed and which direction is each case fan blowing?

Honestly, it really sounds like a cooling problem. Either a bad mount job or a pump that isn't working. Maybe a misconfiguration of fans.

Something is causing it to throttle down to 800mhz. Check to see that the CPU cooler is fully seated all the way around.

If there was plastic covering the base of the CPU cooler, did you remove it before installing it?
 
I've seen new WIn10 installations use fairly generic chipset drivers that 'work', but....(you guessed it!) ...at 800 MHz...once all proper chipset drivers were installed, and WIndows updates applied, after a reboot all was well...

Have you installed chipset drivers from mainboard manufacturer's website, or, relied on default MS-provided drivers from time of install?

I have a Cooler master ml360rgb aio and 6 case fans in a 570x case ( 3 in 3 out) the CPU stays 32°C idle pump works at 2500rpm

I did not have chooser drivers and when I reinstalled windows I installed them and it stayed at 4.9 4.7 but then underload went to 3.8

First of all, idle temperatures don't make any difference, to anybody, ever. Idle temps are completely irrelevant UNLESS you have a VERY high idle temp AND a very high maximum temp. Then it is an indication that something is probably wrong. But if maximum temps are within specification and expected operating range, then idle temps really don't make any difference whatsoever in any scenario. So always try to reference maximum core temperatures, not idle temps. Nobody cares what the idle temps are because they don't matter.

As for the motherboard chipset drivers, of course you have a chipset. That's a ridiculous statement. Every motherboard has a chipset.

What is your EXACT motherboard model?
