[SOLVED] CPU running at 99c

I just built a new computer following with these specs:

Intel i7 4770 cpu @ stock
MSI gtx 970 (attempted to fix this problem without
8gb DDR3 1666mhz ram
MSI H81-M Pro VD motherboard
Corsair VS450 psu

Whenever I turn on the computer, the cpu cooler goes extremely loud on boot and looking into the bios, the cpu temperature rapidly goes up to 90-100c and the fan speed exceeding 4000+ rpm and when I manually change the fan speeds, it still runs extremely hot. I'm unsure as to what to do this point but the computer is working as far as I know and I am able to install windows etc. Help?

Are you sure this PSU is enough for your build? 450 Watt doesn't feel right.

I'm sure it would work perfectly fine. Even with the gpu not installed to the computer which was what I was doing, the temperatures would still be the same.

Did you use the stock cooler?
If you used another cooler check if there is thermal paste pre applied and make sure you mounted the cooler correctly.

OMG! Like a fool I did not tighten the cooler properly on one side, I have now fixed the issue. Thank you
