Question CPU running at extremely low speeds.

My computer is unusable due to how slow my PC is running, and frequently blue screens. using an i7 4790k and in task manager shows that its barely even reaching up to 1.00 ghz despite having no programs or anything open. Anyone know what could be the issue?

monitoring temps? Might be thermally throttling. Is the cooler properly attached? Fan spinning?

Temperatures seem okay and the fan is spinning. Also should note I've also checked to see if I'm running high performance mode and I am
