CPU running at limited speed?

Lately this message pops up pretty often on my computer system log. What does it mean? I'm afraid my CPU might not be running at full speed...
 
Solution
I found this:

"The behavior is normal and part of the firmware. Its a way of maximizing battery life and maintaining a certain thermal threshold. You'll see this on hardware from many manufacturers. Many manufacturers purposely tweak and/or downgrade hardware to operate within their established specs or marketing claims. It's crummy this is not disclosed, but it doesn't mean something is wrong."




If you dont care for power save and just wants maximum performance the solution would be to disable Intel(R) SpeedStep Technology in bios.
First of all thanks for your help.

I'm typing on an Acer VN7 571G laptop: here's the specs and the current temperatures.
The notebook is always cool and quiet, so I don't think that the issue is caused by throttling, especially considering that the room temperature right now is around 24° and it does not get hotter than that here.

Balanced. Switching to High Performance seems to help: since I switched I started to get that error way less often, but it is definitely still there.
What can be the root of this issue?
My laptop does not feel slow by any means, but I've noticed from the first day that it is not as responsive and quick as I would like.
