Question CPU running below base clock speed

Hi,

Wondering if someone can assist me with this..

The base clock speed for my Ryzen 9 5900x is 3.70GHz but under-load for some reason my speed only reaches 3.60GHz.
Now I also noticed this only happens if my PC power setting is set to "balanced" rather than "high performance"; when I change my power setting to be "high performance" my CPU clocks at 4.50GHz-4.60GHz

Is there something I'm doing wrong here? Should I just be on "high performance" the entire time? - My temps hit 90C sometimes if I stick to high performance so I'd rather stick to balanced if possible.

PBO and CBO are both enabled in BIOS and set to "auto"(this is default)

I will provide screenshots if needed.

Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
