Question cpu running hot

So I'm having a strange cooling issue with my CPU. It started running a little hot. Idle at 60c i run an Aio pump It's a Corsair H100i I figure its run out of juice since its a closed loop and all. So off to Newegg, I go and I decided to buy a new LIAN LI Galahad II Trinity Performance 360. Well, my performance got a little hotter at idle. Well if you haven't installed a LIAN LI they are not the smoothest installs they take some practice so I think bad sit so I do it again high idle. Okay, I think bad cooler this time around I go with a brand I know a CORSAIR iCUE LINK H150i. Good sit but again high idle temps. I turned my AI overclock off I'm in a Dark Base 700 case so I'm expecting hotter temps but I'm running an open case with these temps. Thermal paste is Thermal Grizzly Kryonaut. Not sure what could be causing these temps.
 
Your cpu does not require high end cooling.
Noctua maintains a list of suitable coolers.
Here is the list for the 11700K:
Your case is an excellent one for air cooling.
You can install a cooler up to 180mm high. that is enough for Any cooler.
Use two front 140mm intake fans which will supply sufficient airflow for the cpu cooler.
Only use a single 120mm exhaust fan to direct the airflow over the components.
Perhaps more important, it will cool the motherboard vrm's which can get hot as well as supplying adequate airflow for the gpu.
 
Tried switching the fans to intake and still running hot. Since I have the AIO already I'd rather try and run this down before I return it and try another cooler. If I have to I will but I'll cross that bridge when I get there. The main issue I guess I'm worried about is that I went from normal idle temps of 40c to now running 60c suddenly and changing coolers seems to have no effect on cooling. I just recently changed this case and this heat issue did pop up soon after this case change. But I can't imagine that is the problem it's just a coincidental thing. I know everyone is kind of focused on my cooler thing but that's not really what my question is about. Why would my cpu suddenly go from 40c idle to 60c idle and then with replacement coolers not go back below 60c. Is this a truely cooling issue or do i have sort of another issue that I have to chase down?

It doesn’t delete anything, it just stops non Microsoft programs running with start. Easy to reverse.

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.
