CPU running only at max clock rate

I have a AMD Ryzen 1500x procesor. It constantly runs at 3.8 GHz, even at 1% usage. I have power plan set to AMD Ryzen Balanced, not High Performance. Please help.

I set BIOS to default settings and it solved that. I find out that I've been playing with BIOS and set clock speed to 3.80 GHz.
