CPU running too hot?

Checked my cpu temp and it's reading 40C (103F). Isn't That a little high. My cpu fan is running at 3000 rpm right now trying to cool it. Should I be worried?

What can I do as far as making the cpu fan quieter? It's kinda loud.

It's kinda old now but it's a Pentium D 945 3.4ghz. Does this cpu just run hot all the time which makes the fan work harder?
