[SOLVED] CPU Running very slow - please help! Any ideas would be greatly appreciated!

My friend's CPU is running way below expected. 1st Percentile on userbenchmark.com - something is super-wrong.

My friend and I have identical setups (just built), but when we both run the CPU-Z benchmark, my CPU single-thread processor is running at 563.1, while his is only at 62.2 Same with multi-thread. Mine is 5597.3, and his is at just 806.

What could be the reason for this discrepancy?

Sidebar: he did just swap out his motherboard to match my own, so he might have messed up and it may be installed wrong? Just don't know what about it that would be "wrong". Per a different user's request, he bought some thermal paste and re-seated the chip, but no change.
