CPU running way to hot on new build

I just finished building my new pc everything seems to be working alright except for the fact that my Intel core i5 4460 was measured to be running at 80 degrees Celsius by the bios which is used ridiculous and a little frightening. I admit my cable management skills are appalling. All of my cables are bunched up . The corner..

Please help me. The computer is off because I am worried. The temp was still increasing in the bios with all fans at maximum.
 
It's the stock cooler. That's what I was thinking I may have messed up the installation. I put it on removed it then put it back. It's definitely touching but maybe not enough?
 
Will new thermal paste be necessary? I don't know where I can get some quickly and I can't keep using my phone like this. The cooler had these weird things that you had to push down and twist. I stupidly thought they were screws and just tried screwing them in without pushing before realising. Never turned them more than once though.
 
Maybe 6 hours probably a little longer. I might ask my local computer store is they sell paste or coolers. Do all aftermarket coolers require a frame under the board? I'd rather not have to re build
 
I think I have fixed it, thanks for the help. I'm going to run some tests and just monitor it for a while. If it breaks down again I will get some new thermal paste and try to find another cooler.
