CPU runs at Max Turbo Frequency all the time.

I have an Intel i5-7600k 3.80 Ghz Base Frequency and 4.20 Ghz Max Turbo Frequency.
The processor runs all the time on 4.20 Ghz (Max Turbo Frequency). Even though if I do anything.
What is the cause of this? And how can I fix it?

There's nothing to 'fix'.
If parameters allow, the cpu will automatically boost up to 4.2ghz.
You likely have the system set to run in high performance mode in the OS.
>Control panel >Hardware and Sound >Power settings
Is it on high performance, or balanced?

Solution
I've never had an issue using Balanced plan within Windows; there's no need to sit at constant 4.2-4.5 GHz while merely reading THF....

WHen in Balanced mode, the clock speed will ramp up somewhat even just moving the mouse around, opening an application, and then drop in periods of light activity. WOrks great, in fact.
