Question CPU ( Ryzen 5 2600) high temp on idle PLEASE HELP!

I’m new to PC GAMING and bought all my parts from pcpartpicker... All of my parts are compatible! Well, after putting everything together with an experienced friend who has built over 30 computers... I knew everything was done correctly. We went to check the temperatures on all of my parts and noticed the CPU( Ryzen 5 2600) was at about an average of 90C on Idle. We redid the process and applied our own thermal paste and nothing changed. The wraith cooler is screwed tight and is definitely making contact with the processor. I even went as far as to buy a liquid cooler which is used for overclocking(I have no plans on doing on this) and it only dropped my temp to about 76C. It will not go below the 76C on idle. Can someone please inform me on what my problem may be?

AMD Ryzen 5 2600 1660 Ti
B450 Tomahawk motherboard
8Gb Ram
Corsair 550W

PLEASE HELP IVE SPENT SO MUCH MONEY AND MY PC GAMING EXPERIENCE IS STARTING OFF POORLY.
 
Do you have a software where you could monitor your cpu core clock? If not, I suggest CAM. If you do have a software, look for “cpu clock” or “cpu core clock” and if it’s anything above 3400 MHz or 3.4 MHz then it’s auto OC and if it’s that I’ll tell you how to disable it if it’s that
