Question CPU says overclocked but i didn't

I promise i didn't even had the thought of overclocking my CPU but it says i tried and shows me the error message (see pics below ).

It doesn't boot properly and when it does it powers off all of a sudden and started to have this weird flickering on the screen. All i use is excel, word and firefox. When i check the properties of my computer it shows the normal frequency of 3.5Ghz

It looks as if your bios was set to boost cpu which can cause problems on initial attempts. Since computer is a bit older I assume unit had overclocked on previous attempts and was running stable until it wasn't any more. What happened was the bios reset itself to original (your screen message) and will now try boosting again unless you tell it not to in bios.
Next your windows index is just showing what you have not actual speeds. you need CPUZ or another program to see actual running frequencys.
So I'm guessing your system is getting hotter than it was normally.
Get a can of air and blow unit out making sure fans are clean and cooling fins blown out etc.... monitor temps if possible.

I disabled it completely and the fans are running cool. Can you tell me how can i reduce it instead of completely disabling it. When i tried to reduce it, it gives me options such as *4, *4.5, *5 etc. How can i use these to get it to run at 3600 instead of default 4100?

I did this. CPUZ shows core speed fluctuating between 1400Mhz to 3800Mhz before disabling clock boost. After disabling it, it now fluctuates between 1400Mhz to 3515Mhz and computer is a bit slow but atleast it functioning. Is it okay to completely disable it? I am worried as i am messing with the default settings here.

As far as fans are concerned they are relatively clean. They were a lot worse a few years ago.
