1. It's defective/broken
2. It's stolen/and or counterfeit
3. It's been miss labeled in price/ model/ refurbed/ used/ etc.

They're not supposed to be re-sold, but occasionally they do find their way to eBay. They may or may not work. The biggest risk is that early CPUs usually have a few bugs in them (hardware bugs). Nope, its a "Buy it now" already sold a bunch, i wouldn't trust it myself either haha seems really dodgy but i'd be amazed if its legit

For how cheap it is part of me says go for it if for no other reason to expose it to ebay. If you do get some BS its still less then 40 bucks with free shipping and if you use something like paypal your covered from fraud to some degree...Best case scenario it is what it says (likely fell of the back of a truck wink wink). IDK only you can decide if it is worth it.
note: i do not encourage buying stolen goods, I am only speculating on possible reasons for being cheap. 140 reviews since 2004 seems a bit off.
took a look at his reviews. I did notice this seller had never sold anything like bulk box CPUs before. In itself odd. Also odd not one bad or even neutral review. Either its the deal of the century from a really great Ebayer, dudes a total fraud, or his account has been hacked and someone else is looking to make a cheap buck possibly (likely) at the buyers expense.
