[SOLVED] CPU severely under clocking, can't fix

Friend's cpu is severely underclocking and he's lagging bad in games. Everything used to work fine until all of a sudden it stopped working. The ram speeds are quite slow too. He's getting 20fps and terrible lag spikes when just a week ago everything was fine. He has tried new ram, bios updates, chipset drivers, resetting CMOS and even reinstalling windows. Windows power settings are on high performance. Temps are fine ~35c

Solution
Has he Cleaned it at all lately? does he have pets? where is his Computer sitting? Tell him to check his fans and his PSU fans to make sure there is no build up blockage. you may not always see a temp difference on Idle when its clogged but will when gaming. Double check the Ram again as Mobos require SPECIFIC spots for 2x8 to work properly when there is 4 slots. i.e []()[]() <-- that look is what dual channel ram looks like where its Ram [] go together and Ram () go together.
This may sound obvious but check the windows power plans and make sure that the maximum % cpu state is set at 100%. Also I would go into BIOS and reset settings to default. Be sure to also check temperatures for obvious throttling.

Also tell your friend that if he wants better overall performance by a lot he should get a 2x8 kit of RAM. With only 1 stick he is effectively slowing down his comp by 50%.

Yea he got a kit of 2x8 but one of the sticks was a dud and the other ram is broken or something just terrible performance
