Question Cpu should be compatible but getting no signal and peripherals not turning on.

So as the title states im having a bit of trouble with my ne cpu, it's a i9 9900k and I am using a gigabyte z370p d3 motherboard updated BIOS to f15b. I posted a thread Friday with my full specs and whether everything is compatible and I was told by everyone that they are compatible. I've correctly installed the new cpu but now when I've tried to power it up I get no signal and the mouse isn't lighting up like it usually does. Please any help would be grateful
 
When buying a second hand machine there's "tested" (computer powers on) and "tested" (full set of diagnostic and stress tests run, internal visual check for burst capacitors, excess dust in fans, heatsinks, test all external and internal ports, etc.).

I purchased a "working" second hand motherboard on eBay only to find one of the RAM slots didn't work and the Ethernet port was intermittent.

If the only thing you've changed is to install a new CPU, can you fit the old processor and see if the system bursts back into life?

You don't mention the exact part number for the RAM, but if you're overclocking it to XMP 2400MT/s, try switching off XMP in the BIOS and revert to the (slower) JEDEC default speed.
 
The ram is over clocked to 2666mhz I believe. It was a stable overclock that I've had for a bout a year. Also the old i5 was over clocked to 5ghz. I don't a cmos and a battery removal so I thought that would have cleared the old OC. I can try putting the old i5 back in and clearing any OC's later when I get back from work. If it is a dead chip then I hope I can get a refund.

Is it a 9900KF or K? The KF doesn´t provide a graphics chip and you will have to install a dedicated GPU to run it.
(the motherboard´s video ports won´t work)

if you´ve installed a dedicated GPU or the CPU is a -K version with graphics chip, try:

reset the BIOS by jumper
check the power supply connections. ATX 12V 8pin , GPU connected as well?

check the motherboard´s CPU socket for bent pins

Done the cmos reset and the battery reset. I'll double check the psu connections when I get home from work, yes I have a 1080 ti connected that is powering up. The pins om the mother board socket are horizontal anyway right?

I did check yesterday and all pins seemed fine, I will have a double check tonight just in case but I'm 99.9% sure they are fine. Unless my old over clock is having anything to do with it, which it shouldn't as I've done a battery and a cmos reset. Maybe it will be worth popping my old i5 back in and seeing if the xmp profile on the ram is still on and disable it.
 
So after hours of trying to get this new cpu to work I think I've come to the conclusion that the chip is in fact dead as I bought it secondhand from CEX UK. Luckily they come with a warranty so I can go get a refund Friday. I will be getting another i9 9900k from awd-it but this whole ordeal has made me anxious about buying another one. I tried to reset the cmos, done the battery removal on the mother board and update the board to the latest version. I've plugged in my old i5 8600k and it works fine, whenever I plug the i9 9900k in I get no signal to my monitor and peripherals don't seem to turn on. Also I've checked the socket for bent pins which there are none. I'll list my full specs below, the setup should work and the only thing I can think of is a dead chip. Any input would be helpful.

Bought an i9 9900k from cex with a warranty. Updated bios and checked pins, when installed I get no signal on my monitor and it doesn't even boot into bios when I remove gpu, storage and leave 1 stick of ram. Reset cmos and mobo battery. Put old cpu back in and works perfectly.
