[SOLVED] CPU speed 30 MHz !

Hello Tom's Hardware awsome people
today i was using a tool named LatencyMon from youtube video explains how to Micro Stuttering Fix in Windows 10
i've applied all steps that was shown in the video and realized that my cpu speed 30 MHz !!! ( in the LatencyMon results ) While the video creator results was 380 MHz !!!
i've searched on google ( my cpu i5 7400 ) MHz and found it 350 MHz
Notice :
HPET disabled in windows devices and BIOS
EIST OFF
Intel turbo Boost OFF
C1E Support OFF

3.0 GHz is your CPUs base frequency. It should be like that unless you want Intel Turbo Boost to kick in, but you disabled every option to use it...
Turn those on and it will boost if thermals are good.
