CPU speed automatically decreased

Hi...........

I have a core 2 duo processor @ 2.20 Ghz...............yesterday I noticed that my Cpu speed has been automatically reduced to 1.10 Ghz...............I immediately went to the Bios and Loaded the optimized defaults...............and speed became 2.20 Ghz..............I had this before and in that time I used Hirens boot cd and formated the pc...............Whats the problem guys?
