cpu speed capped at around 2ghz

iv'e had problems with my pcs speed when trying to run a game, the fps has not been what it should be and also the CPU speed was also at 2 GHz with a 3.8 GHz CPU. is there a cause to all of this and is there a way to fix these issues that i am having with my computer. also i was planning on upgrading my ram as i only have 8gb 3200mhz but that also has been capped at 2133mhz so i was wondering if it would have an impact on my PC if i added a 3200mhz ram stick (same model) to my 2133mhz ram, i've had problems with ram before so i'm just being cautious

rog strix 1080 8gb
3200mhz corsair 2x4 ram
ryzen 7 1700x
950evo ssd

Solution
Increasing the number of memory sticks will not help you to go from 2133 to 3200. Before you must solve the problem that keeps it in 2133.

Make sure you have the two memory sticks placed correctly to generate dual channel. Normally in positions 1 and 3 (or 2 and 4) but you should check it in your mobo manual.

Make sure that the XMP option for your memory is activated in the BIOS. If you do not do it, it's normal for them to run to 2133.

Download any monitoring program such as HWmonitor that tells you the speed of each of your CPU cores. Your CPU has many cores and some game may not use them all (it is mormal) and show a medium value of the low speed due to the cores that are inactive.

Make sure you have the latest version of AGESA...
