Question Cpu speed decrease while gaming

Sry for my bad english but whenever i start to play games my cpu speed keep gradually decreasing until it reach 1,4ghz . My cpu is i5 2450m and i already turned off my power throttle, maximum proccesor state is 100% and when my laptop at idle mode it can reach like 2,9 ghz cpu speed. Any solution?
