Cpu speed droping up and down...

Hello, just got very big problem. my cpu works like this 3.48mhz for minute next minute works 0.4mhz and pc freezes like hell... searched all forums still no solutions. all settings on performance battery on performance .. cant use my pc cause every minute i get 0.4ghz speed for like a minute.. and this doesnt dissapear. 0.4-3.5 3.5-0.4 and soo else.. please help.
Specs if needed: Processor Intel(R) Core(TM) i7-7500U CPU @ 2.70GHz

Video Card NVIDIA GeForce 940MX

Video Card #2 Intel(R) HD Graphics 620

RAM 8.0 GB

Operating System Microsoft Windows 10 (build 16299), 64-bit

i guess problem is with motherboard...

No. 50 C only. Temperature is cool
