[SOLVED] CPU speed dropping randomly

I have been noticing frame drops from 60 fps to around 15-20 fps recently. I searched for solutions and most of them said you should check your CPU's temperatures and speed I checked it with a program and I noticed that it drops from 3200 GHz to around 800. and the temperatures are 89 degrees (while not gaming)
My PC specs are:
GTX 1050 Ti
AMD Phenom II X4 955
8 GB DDR3 RAM
ASUS M4N68T-M-V2
111GB ADATA SU 650 SCSI Disk Device
931GB Western Digital WDC WD10 EARS-00Y5B1 HDD
