This is my first post here, hope I'm doing everything right!
So I haven't overclocked or tampered with anything in my PC since I built it. I've just noticed that in the task manager, it says my CPU's base speed is 3.80 GHz. I was going through the Windows 10 power options and noticed that both the minimum AND maximum processor state values were 100% (high performance power plan).
My question is, is it normal to have a speed over the supposed base speed, and should I lower my minimum processor state. I typically do gaming and video editing/rendering.
My CPU is an i5 7600k. At the point of taking this screenshot I only had three Chrome tabs open, Steam and the Task Manager.
