CPU speed idle 3.5GHz. In game 1.5GHz

Just got a gtx 1080 and was getting bad fps. Thinking I got a bad card i'm getting a new one sent to me. But when looking at my CPU speeds it was around 3.5GHz idle, which is normal. But when I went into a game of Overwatch and Battlefeild 1 I was monitoring it and it was at 1.505. Is my CPU bad now?

I have an i7 3770k

Set your power plan in Windows to "High performance", check your heatsink make sure its not too dusty, and if you had reseated the heatsink make sure you have not used too much or too little of thermal paste.
I would check the CPU temps when loaded. Ivy bridge is kinda known for its cooling problems though I haven't seen such drastic downclocking yet.
I once had a bad CPU cooler and the underclocking (or at least disabled turbo boost) was visible when it reached high temps under load.

If your temps are high, try checking if the CPU cooler is properly seated and working as expected. Have you noticed such issues before? Maybe you could have moved the CPU cooler while installing the new GPU?
