Question CPU speed is higher than the base speed

is this normal or nah, my brother messed smt with cores in msconfig, before this it was at normal speed 2.40 - 2.60 ghz
 
There is a base speed, but, often under load, a higher turbo speed will be automatically engaged...

Nothing to be gained or certainly 'fixed' by attempted tinkering/changing of options within MSCONFIG ...as you only have 4 cores/8 threads, disabling half your threads is not advised...

The single-core max turbo of the 6700HQ is 3.5 GHz, so, something less than that will be what is achieved during an all-core/heavy sustained load... (~3.2 GHz might be normal)
