CPU speed isn't increasing.

Hey! I recently bought a new Dell Inspiron 15 7000 series laptop to use for gaming purposes. I'm fairly (REALLY) new to the PC scene, but i do know a few things. Anyway, while trying to max out my laptop as best i could (Performance wise) without overclocking or doing anything to void warranty, I noticed that my CPU speed wasn't going as fast as it was when i first bought it. My CPU should Turbo-boost up to 3.5GHz, and when i first bought it, it was getting up to 3.10-3.20 GHz on the "High Performance" battery setting, with visuals better set to prefer performance and anything else I could change within my laptops settings without overclocking it in order to squeeze every last drop of power i could get. However, now it just seems to cap out at only 3.08 GHz. The only time it ever fluctuates is if I unplug the charger, change the battery/power options, or change the amount of cores it's able to use (It's Quad-Core), but even then it's only caps out at 3.08GHz. I already contacted Dell and they said it was "up to the computer to decide", however, that doesn't make any sense since the CPU used to be faster than 3.08GHz. It already has every new update installed and has Windows 10 Home.

Any Tips? 🙁

Edit: Try using a Aida64 or something similar and stress the processor. It should boost to 3.2
 


Hey, thanks for helping me and sending the link, i appreciate it. I understand that turbo-boost is dependent on the type of workload, but even then I still don't get why it's only caping out at 3.08GHz. After all, all i do is play videogames such as BDO, elsword, and BnS on here only medium to high graphics. That alone should boost it up beyond 3.08Ghz.

Also, I tried the Aida64 program you recommended me, downloaded the extreme version and still couldn't get it beyond 3.08 GHz with the stress test. Selected everything, including the GPU and Local Disk but still wouldn't go higher. 🙁
 


Sorry for the late reply, was sick all da and slept. Yes, i have been checking my frequency through task manager, it just caps out at 3.08Ghz no matter how much of a load in on the CPU (Ex: 100% Utilization). I Don't know any other programs that could tell me the frequency sadly, know any? Also, I downloaded that Intel Diagnostics tool. I ran the test but i don't know what i'm looking at, i see that it "passsed" the CPULoad and Frequency test but won't give me a value, thoughts?
