Question CPU speed jumping every second

Hello.
Suddenly my laptop’s fan started going loud and quite repeatedly without stopping like every 2 seconds with no actual load on the cpu then when i checked the cpu speed it was insanely going from base clock up to max speed every 2 seconds.
Like it was throttling or something.
Tried restarting couple of times and
As soon as windows boots up the fan starts going up and down as the CPU speed.
Laptop is ideapad 330
i5-8250U
Ram 8GB
Mx150
Could it be some kind of malware
Using the resources
or is it a hardware issue?

is the energy plan in windows set to balanced?

all drivers installed?
check in windows task manager, which app/tool/software is using the CPU
