Cpu speed stuck at 0.5ghz

I have a hp laptop.The cpu speed is stuck at 0.5 ghz. I tried changing the power options but still the same. I could only use 25% of my cpu. I think the speed and the usage is limited.my base speed is 2.00ghz.my games are running at 10 fps now.
please help me to solve this problem.

Does it have an Intel CPU? Sounds like its stuck in Speedstep which is an Intel process that runs CPU at its slowest speed, hence 500mhz. My lowest is 800mhz, base speed of 3.5ghz

Perhaps ask on the HP forums about disabling it on your model - what model is it?
 


Please confirm that its not going higher after you load the cpu with things to do.
also check if you have performance mode as it can cause this (with extreme battery saving mode)

just please DONT MOVE MINIMAL TO MORE THAN 25% or you will actually hurt your performance with HEAT and lower battery life.
 
you could check 2 things

1. in windows power otions drill dwon to the additional options and make sure while on ac the minimum power is set to 75% and max is set to 100%

2. get HWINFO from https://www.hwinfo.com/ run it in sensor mode, and look at the cpu temps and make sure it is not overheating (important) if it is then that is the issue you need to address and ignore # 3

3 if #2 proves your not overheating while gaming, the get throttlestop from https://www.techpowerup.com/download/techpowerup-throttlestop/ then on the main screen you will see a check next to BD PROCHOT, you can uncheck and apply to see if your system immediately recover, if it does then it is a main board temp sensor gone bad and think your system is over heating. this removes this sensor ability to throttle your cpu. launch HWINFo and test it again to see if your cpu is running at right multiplier.
