CPU speed won't go past 2.2 Ghz even thought the base speed is 4.0 Ghz

I've been getting a lot of frame stuttering in games and when I'm streaming and been doing a lot of research and apparently my CPU speed is stuck at 2.2 Ghz according to CPU-Z and task manager.

But on Core Temp, it's reading 4.0 Ghz, which is my overclocked speed. Then I look at task manager and the base speed is shown as 4.0 Ghz but the speed is at 2.2 Ghz. At max load, my CPU usage is only 55% and still at 2.2 Ghz.

I've serached tons of forums and websites trying to find a solution to this and I can't seem to find the right one. Any help is appreciated.

AMD Ryzen 5 1600X
MSI B350M Gaming Pro

You need to dial back the OC frequency or reduce the voltage. The R5 1600 is going into limp mode for self protection. If you give it voltage and frequency settings it does not accept it will auto set it to something like what you are seeing.
