CPU Speed Written Twice

Hi, my Cpu is I7-4770K with GA-Z87X-D3H motherboard. After OCing my CPU to 4,3Ghz at the task manager the stock speed from 3,50Ghz changed to 3,49Ghz same at the Computer properties. I reverted back to stock speed and now the speed is written twice in Computer properties. Any clue why that happened? How i reset this to normal. Re-installed Windows but did not worked.
Plus in BIOS i choosed Default Settings but nothing seems to work. Help please.

Well for me it doesnt seem normal cause this happened after OC before that there was only one value speed. Is it possible the cpu got locked by its self for protection of heat or something? I saw something about locking its self in a forum cant remember which one but not in this site. Plus multiplier on CPU-Z is like x38 and speed at 3789,0Ghz no more x39 3989,0Ghz same thing happened after OC to multiplier never reaches max cpu speed anymore.
 
Well all the builds i have seen (including servers which cannot be overclocked, to desktops and laptops bought from HP, and of course custom builds) show the CPU frequency twice. I have not seen it list the actual frequency of the processor if it is overclocked, for example my 2500k overclocked to 4.2Ghz shows 3.3Ghz in System Properties.

I don't quiet understand what you are saying about the 38x and 39x multipliers (those are turbo boost multipliers if running at stock)
