CPU spike when [ALT+TAB] out of game

While playing my temp stays at around 53, but when I [Alt + Tab] it spikes to 83 and immediately goes back down. Is this normal?

With some CPUs behaviour like that is normal, with others not.

There are about 10,000 hits on StartPage / Google about this issue.

And 20 or so threads right here on this forum.

Nobody is very happy about this CPU behaviour, because the constant kick-on/kick-off of the cooler fan is annoying, but Intel maintains it's normal behaviour for this CPU.
