CPU spikes to 100% when playing games

I Cleaned it and everything, even messed around with the settings. It was fine before and now suddenly spike 100% on CPU whenever I start up games. I even closed every program/Processes that I am not using while playing games. I am not entirely good at PCs, but I still have all my paperwork and info on my PC.
 
Rust, Minecraft, League of Legends, The Sims 3 and 4, and PayDay2. I don't play much of anything else. I play Rust a lot. I've always played all these games the past year, and I've never had any issues. I decided to play Rust the past week and this just started happening yesterday. The game would start up just fine, but as soon as I get on a server or start playing in general it hits 100% CPU and lags "EVERYTHING".
 
Seems I found out what the issue was. My DC 12v 0.20a cooling fan has stopped working. So I'm guess since it's not being cooled properly it's reason why my CPU is spiking?
 


when CPu gets hot it lowers the clock but thats... i am not sure
 
Well it's the only thing that's not working in the PC. The fan does not spin at all. It's rough and I bought a new one. Unfortunately replacing it is best option, from there if there is improvement then it would be my issue.
 
You have an entry level graphics card and a somewhat outdated cpu. I recall 'Minecraft' being a hog on the system my niece was using. It had an A10-7890k w/ 16gb memory & a GTX 690. I remembered some of the maps she'd be playing on would get huge fps drops here & there. Cpu usage would also spike up to 100% regularly.
I copied her .minecraft folder to my laptop (i7-6700 , GTX 970) and let her try it out. The same levels ran much much better... but still got occasional spikes(rarely though)
 


I keep my folder clean and I don't play single player or huge "maps" 15k by 15k is not big at all. It's rather small. I also have modifications. I don't have fps drops due to these complications. I've been playing on my PC for more than a year for 2 years even and I've not ever had any complications until my fan stopped working. Sorry. Minecraft also doesn't take that much memory, unless you have dump files. My regular CPU would be literally 20-30. 60 when playing things like League of Legends, PayDay2, and Rust. Never 100.
 


That has already been done. I have protection on my PC. I clean it once a month, and literally cleaned it days before and after the issue occurred. There was nothing found. No issues with viruses or infections. My PC is clean.
