Question CPU SPIKES WITH HIGH END BUILD PLEASE HELP

Specs:
CPU: Intel Core i7 9700K 4.9Ghz (Watercooled with NZXT Kraken x62) temps at 73C
Motherboard: Asus Maximus XI Hero (Wi-Fi)
Display: Acer Predator XB271HU 27" 1440p 144Hz G-Sync
RAM: HyperX Fury DDR4 8x2 GB
GPU: ROG STRIX GEFORCE RTX 2080 OC Edition
Problems still persists at lowest settings or lower monitor refresh rate. Stutters with both DX11 and DX12. Raytracing off(It causes MUCH MORE STUTTERS)

Which power supply?

Reseat GPU, check cabling too. Graphics drivers? Doesnt look like youre overclocking, so temps are higher too, thermal paste / cooler firmly attached?

Could be numerous things, so I would start by eliminating variables...

No idea what I'm looking at, cpu/gpu numbers in the teens? (circled portion) what is that? Is that supposed to be fps?

An X62 at 70+°C? My i7-3770K at 4.9GHz OC under Prime95 small fft only saw 72°C on a nzxt X61, so with your temps gaming there's definitely an issue somewhere.
