Cpu spiking every 30 secs.

So for a while now about every 30-50 secs my cpu will spike all the way to 100% then all the way down on all games. It's really annoying because my fps will be 60 but when it spikes it will go down to 20 and then back up to 60.No i'ts not to hot cpu is fine nothing is overclocked here are my specs anything you suggest I will try :]

r9 270 2gb

x4 750k

8gb ballistix sport ram

windows 8.1

Open the Control Panel.
Click on Power Options.
Make sure that is set to High Performance, or if you have a Samsung SSD, then it should be set to Samsung High Performance.
